Part 1 – Unrestricted facts and advice to the PCC

    1. Introduction and background
      1. As part of rationalisation of the North Yorkshire Police (NYP) Estate work has been undertaken to identify those Estates assets that do not support operational service delivery. 2 Cravengate, Richmond, DL10 4RE and 57 Newbiggin, Richmond, DL10 4DX have been Identified as no longer being required to support operational service delivery.
      2. 2 Cravengate was previously leased by NYP to the local Primary Care Trust until 30/06/2007. It has been vacant since that date. The property was originally offered to auction on 18th October 2011 with a guide and reserve of £195,000. The property failed to sell and was re entered into the 1st March 2012 with the same guide and reserve of £180,000. Again the property failed to sell and was entered into the 17th July catalogue with a guide of £180,000 but was withdrawn on 13th July. Again the property was entered into the 11th September with a reduce guide at £135,000 and a reserve of £150,000. Unfortunately the property did not sell and was re entered into the 23rd October but again was withdrawn prior to the auction on 9th October prior to a guide price being confirmed.

57 Newbiggin was previously leased by NYP to Hambleton & Richmond Mental Health Support until 07/04/2011. It has been vacant since that date. The property was originally offered on 18th October 2011 jointly with 59 Newbiggin, which at that time was owned by North Yorkshire County Council (NYCC), but both properties failed to sell. 57 Newbiggin was then entered in 17th July auction with a guide of £150,000 but was withdrawn on 13th July. The property was re entered into the 11th September auction with a guide of £110,000 and reserve of £125,000. The property failed to sell and was re entered into the 23rd October auction and was again withdrawn on 9th October prior to any confirmation of guide or reserve price.

  • There is an existing issue with the access right over the two properties which it was hoped would be resolved before the NYCC completed the sale of 59 Newbiggin. NYCC completed that sale before the Deed of Grant was signed. West Yorkshire Police legal team is currently progressing this with the new owner of 59 Newbiggin on behalf of NYP.
  • The two properties have been valued a number of times:
    March 2007:
    2 Craven Gate Richmond – Mouchel: £230,000
    57 Newbiggin Richmond – Mouchel: £60,000

 

March 2011:
2 Craven Gate Richmond – Mouchel: £180,000

June 2011:
57 Newbiggin Richmond – Mouchel: £150,000

June 2012:
2 Craven Gate Richmond – Mouchel: £158,000; Bridgefords: £160,000; Lawsons: £150,000

The average of the above is £156,000
57 Newbiggin Richmond – Mouchel: £125,000; Bridgefords: £135,000; Lawsons: £125,000
The average of the above is £128,333

  • Matters for consideration
    In line with the normal conventions applicable to asset realisation in policing and local government, the PCC rightly considers herself under an obligation to secure good value and achieve a sale at a price which is the best which can reasonable be obtained.Seek approval to accept or decline offers for 2 Cravengate and 57 Newbiggin Richmond from Pete Coulson and Tony Wilkinson
  • Other options considered, if any
    If the either offers are not accepted we could place both properties into Auction again. Other disposal routes have been considered, however, due to the low cost associated with disposal via auction, the ability to ensure a minimum income is achieved and the speed of completing on any agreed sale this is considered to be the most effective disposal route.
  • Contribution to Police and Crime Plan outcomes
    Ensuring best use of force assets, by ensuring that property assets are fit for purpose and sustainable. Also ensuring that Best Value is achieved in the disposal of force assets.
  • Consultations carried out
    No public consultation has been carried out
  • Financial Implications/Value for money
    The income from the disposal of these two property assets has been included in the financial plan for the 2012/13 financial year.
  • Legal Implications
    Having read this report and having considered such information as has been provided at the time of being asked to express this view, the Deputy Force Solicitor is satisfied that this report does not ask the PCC for North Yorkshire to make a decision which would (or would be likely to) give rise to a contravention of the law.

Public Access to Information

The Police and Crime Commissioner wishes to be as open and transparent as possible about the decisions he/she takes or are taken in his/her name. All decisions taken by the Commissioner will be subject to the Freedom of Information Act 2000 (FOIA).
