I write in connection with your request for information that was received by the York and North Yorkshire Office for Policing, Fire, Crime and Commissioning (OPFCC) 19 May 2024.

Question/ Request:

Please provide the following information for your Domestic Abuse Perpetrator Programme for the 2022/2023 Financial Year

  1. The Name/Title/Scope of the commissioned programme in your area including programmes designed for male victims that accept/engage/support females
  2. The total number of females who self-referred into the programme
  3. The total number of self-referred females who were accepted onto the programme
  4. The total number of self-referred females who have completed the programme
  5. The total number of females referred by an agency (e.g., police, social service etc.) into the programme
  6. The total number of referred females who were accepted on to the programme
  7. The total number of referred females who have completed the programme
  8. The names of the organisations who have made a referral to the programme

  1. The Name/Title/Scope of the commissioned programme in your area in 2022/23

+Choices: Support Services for Adult Perpetrators of Domestic Abuse

Jointly commissioned with North Yorkshire Council and City of York Council, +Choices was a Respect Accredited service delivered by Foundation UK.

Support was available for anyone aged 16 years and over who is a low-risk perpetrator of domestic abuse, including repeat offenders and parent to adolescent violence, who wish to voluntarily address their abusive behaviour.

Support was available for all genders and regardless of sexual orientation.

The service offers:

  • Triage and emergency, temporary (up to 7 nights) accommodation where required for those who do not have access to funds or alternative accommodation.
  • 1 to 1 motivational interventions to support perpetrators to recognise and acknowledge their abuse behaviour.
  • Tailored Perpetrator Programmes, including both 1 to 1 and group delivery options.
  • Integrated Support Service for partners, ex-partners and/or other family members delivered by a dedicated Victim Liaison Officer working in partnership with the IDAS Victims Support Services.
  • Support to address wider needs such as housing, finance, substance misuse and mental health through onward referrals and/or liaison with other agencies and support services as appropriate.
  1. The total number of females who self-referred into the programme 7 in 22/23
  2. The total number of self-referred females who were accepted onto the programme = 4 in 22/23 – reasons for non-acceptance were recent/ongoing involvement with Family Courts or did not reside in area and one victim mistakenly referred
  3. The total number of self-referred females who have completed the programme = 3 completed/exited the service in a planned way in 22/23
  4. The total number of females referred by an agency (e.g., police, social service etc.) into the programme = 17 in 22/23
  5. The total number of referred females who were accepted on to the programme = 5 in 22/23 – main reasons for non-acceptance were individual did not accept/declined support offer, unable to contact individual, victims not perpetrators, or did not reside in area
  6. The total number of referred females who have completed the programme = 2 completed/exited the service in a planned way in 22/23
  7. The names of the organisations who have made a referral to the programme – Information about referring organisations is captured generically (not necessarily by organisation name) – referral organisations in 22/23 included:
  • Children’s Social Care
  • North Yorkshire Police
  • Specialist DA Victim Support Services
  • Health Services
  • Mental Health Services
  • Probation
