I write in connection with your request for information that was received by the York and North Yorkshire Combined Authority, Policing, Fire and Crime Directorate (PFC) on the 8th November 2025.
Question/ Request:
Any documents evidencing the PCC’s monitoring of custody-suite conditions during the months of AUGUST, SEPTEMBER AND OCTOBER 2021

To locate the information relevant to your request searches were conducted within the PFC.

Question/ Request:
For clarity, please confirm explicitly whether the September 2021 entry already disclosed represents the only ICV attendance record held for the originally requested period of August, September, and October 2021, or whether further records exist for that period.
To allow proper context and understanding, I also request copies of all Independent Custody Visitor attendance logs, visit records, reports, and related documentation held by your office for Scarborough Custody Suite for the full calendar year 2021 (1 January 2021 to 31 December 2021).
This request includes:
– ICV visit logs and attendance records
– Visit reports, feedback forms, and observations
– Records showing dates and times of ICV visits
– Summaries or oversight records evidencing ICV attendance or non-attendance
If the records disclosed to date represent the only ICV attendance recorded for 2021, please confirm this explicitly.
If ICV records for 2021 are not held, or have been deleted or destroyed, please:
– confirm this clearly; and
– provide the applicable records retention schedule and the date and basis on which such records were destroyed.
This request is made to contextualise the limited disclosure already provided and to understand the pattern of ICV attendance during 2021.

Answer to Q1: Yes, the previously disclosed record for September 2021 is the only in-person ICV attendance held for all of 2021. Due to COVID restrictions, the number of physical visits were lower than normal, and any other visits were done remotely.

b) The table above discloses all ICV attendance, records and feedback in relation to Scarborough Custody Suite in 2021.
Due to COVID restrictions, the number of visits in 2021 were lower than normal.
