Our Ref: NY9059
Date: 25/06/2024
Freedom of Information request reference Number: NY9059
I write in connection with your request for information that was received by the York and North Yorkshire Office for Policing, Fire, Crime and Commissioning (OPFCC) on 3 June 2024.
Question/ Request:
According to the borrowing and investment live table, as of 31 December 2023, North Yorkshire Police, Fire and Crime Commissioner Fire and Rescue Authority’s outstanding investment in loans to other local authorities was £6,160,000. (Source: https://www.gov.uk/government/statistical-data-sets/live-tables-on-local-government-finance)
In regards to the above figure, I would like to know:
For each individual loan given by the authority:
1. The local authority/borrower name
2. The amount advanced (the initial amount)
3. The outstanding balance as at 31/12/2023
4. The interest rate
5. The date the loan was agreed
6. Loan start date
7. The agreed maturity date (the date on which the loan is set to end)
I would like the response in Excel format with the questions as column headings
Answer/ Response:
I wish to advise you that there is no information held by the OPFCC in order to answer your request.
In relation to your request, while this shows on https://www.gov.uk/government/statistical-data-sets/live-tables-on-local-government-finance as a loan to a local authority, this isn’t technically a loan.
The OPFCC has a pooled banking arrangement with North Yorkshire Council (NYC) who invest our money, at the same time as theirs, so that we can get the best returns on our money.
At the date in question, the £6,160,000 represents the amount of money NYC are investing on our behalf. It is not a loan to NYC, as we can access the money at any time.
I recognise that the above doesn’t answer your specific questions, however I hope it makes it clear your questions are not applicable to this arrangement.
Please note that systems used for recording information are not generic, nor are the procedures used locally in capturing the data. It should be noted therefore that the OPFCC’s response to your questions should not be used for comparison purposes with any other responses you may receive.
