I write in connection with your request for information that was received by the Office of the Police, Fire and Crime Commissioner for North Yorkshire (OPFCC) on 7th April 2021.

I note you seek access to the following information:  

  • Whether there is a scrutiny panel in existence in your area, and whether this is active 

And if there is an active scrutiny panel in your area: 

  • Who attends the panel on a regular basis 
  • What the outcomes of the panel are, and how they are shared with the police and public

Extent and Result of Searches to Locate Information 

To locate the information relevant to your request searches were conducted within the OPFCC.

I can confirm that the information you have requested is held by the OPFCC.

Decision 

I have today decided to disclose the located information to you.

I can confirm that the OPFCC, NY manage and administer an Out of Court Disposal Scrutiny Panel which is active and which meets quarterly.

Regular panel members include members of the North Yorkshire police force along with other key stakeholders, partners and independent lay members. The Chair of this panel is also an independent member.

The Panel does not review individual decisions but assesses the appropriate use of Out of Court Disposals, highlighting examples of good practice and making recommendations for improvement. The Panel consider performance information, and changes to legislation, policy and practice to support them in their role.
