049/2013 – Resourcing of Independent Human Resources – 28 May 2013

Executive Summary and recommendation:

There is a requirement to secure the use of external resource to support a number of sensitive and strategic changes. This follows on from the previous Directors Review, Executive Senior Management Review and the creation of the new model of decision making, scrutiny and accountability introduced by he Commissioner and Chief Constable.

It would not be appropriate to utilise in-house Human Resource capability as in part it is likely that individuals may be subject to a change proposal themselves at some point or be affected indirectly.

There is also strategic work around Stage 2 schemes to be progressed and while capacity for implementation exists, human resources personnel are already delivering a substantial agenda, and it is felt at this time that neutral strategic support is required alongside specific resource on change proposals. Given the previous experience gained by North Yorkshire County Council (NYCC) individuals working on previous management change proposals and the desire for greater partnership working to be achieved, it is recommended that NYCC provide this capability and capacity in line with the draft terms attached.

Part 1 – Unrestricted facts and advice to the PCC

1. Introduction and background

2. Matters for consideration

Requirement to use external HR provision due to the nature of the work required to be undertaken. This is likely to include a Staff Senior Management Change Proposal and further activities for which a neutral resource is appropriate. NYCC HR have been used previously to assist with the Executive Management Change Proposal. There is therefore an understanding of structures/ongoing change proposals and strategic direction. In addition this would provide access to wider resource which would be consistent with previous processes e.g. for potentially senior grading and assessments.

3. Other options considered, if any

Other internal options have been considered and resource is being provided in support of Stage 2 Transfers and alignment of the OPCC change proposals with employer protocols and previous practice. However the level of resources required and type of work involved requires separate and distinct resourcing.

4. Contribution to Police and Crime Plan outcomes

This will support the delivery overall of the Police and Crime Plan and the statutory requirements of Stage 2 Transfers.

5. Consultations carried out

Discussions have been undertaken with the Commissioner, a number of senior managers and informally with Unison representation along with the Corporate Change Board.

6. Financial Implications/Value for money

The cost level has been benchmarked with alternative bought in options and is assessed as good value for money. This provision brings access to further resources i.e. candidate assessment and selection. It will also provide the opportunity to explore options for joint working and partnership delivery in the future.

Single Tender Action:

The funding for this arrangement will be from a specific reserve set-up for the purposes of potential costs of change.
