2022/23 Police Budget, Medium Term Financial Plan and Associated Papers

Following a public consultation, the Police, Fire and Crime Commissioner Fire and Rescue Authority for North Yorkshire proposed a £10, or 3.69%, increase of the Police precept, for a Band D property, to the Police, Fire and Crime Panel. This proposal was supported by the Panel and subsequent to this the 2022/23 budget process has been concluded and the papers attached to this paper provide the detail of the financial plans for 2022/23 and beyond.

Background

This is a Decision Notice outlining the Commissioner’s Police Budget and Capital Plans for 2022/23 and the Medium Term Financial Plans to 2025/26.

There is a legal requirement for the Commissioner to set a budget prior to the 1st March each year for the following financial year. Approving this Decision will ensure that the PFCC’s obligations in this area are met for 2022/23.

The Revenue Budget for 2022/23 is based on the approved £10 increase in precept for a Band D property for 2022/23 and sets out how the £191,491k of revenue funding to be received by the PFCC in 2022/23 will be spent. The decision also sets out a capital programme of just over £5.4m of new schemes for 2022/23 and provides details of how this will be spent.

Decision Record

The Commissioner has decided, on the recommendation of the Commissioner’s Chief Finance Officer, to approve the Budget and Capital Plans for 2022/23 as attached to this Decision along with the Medium Term Financial Plans to 2025/26. In approving this decision, the Commissioner is agreeing to the allocation of resources set out within this decision and the associated appendices, and also the detailed recommendations contained within all of the attached papers
