I write in connection with your request for information that was received by the Office of the Police, Fire and Crime Commissioner for North Yorkshire (OPFCC) on 2 October 2021. Please accept my sincerest apologies for the delay in response.

I note you seek access to the following information:

1) What is the total number of complaints [of any nature], received about PFCC Commissioner Philip Allott, between the date of his appointment (13th May?) upto and including the date the FOI request is handled. Please include, and enumerate, all complaints received via a) email\web form b) mail c) telephone d) any other means. 

2) What is the total number of complaints received about Philip Allott directly related to his comments on BBC Radio York following the sentencing of Wayne Couzens. As above, please break down into the different categories. 

Extent and Result of Searches to Locate Information

To locate the information relevant to your request searches were conducted within the OPFCC.

I wish to advise you that there is no information held by the OPFCC in order to answer your request.

This is because the Office of the Police, Fire and Crime Commissioner does not hold details of the number of complaints received since Mr. Allott’s appointment and time in post as Commissioner. Complaints against the Commissioner are handled by the North Yorkshire Police, Fire & Crime Panel as the Panel has a legal role to consider (non-criminal) complaints regarding the Police, Fire and Crime Commissioner.

The Police, Fire and Crime Panel drafted a report for the Panel meeting of Thursday 14th October 2021 which provided details of the complaints raised with the Police, Fire and Crime Panel. This report can be found at the below link:

This office received correspondence which included complaints and potential complaints, which were processed accordingly. A number of these items of correspondence where confirmed as complaints, were directed as appropriate to the Police, Fire and Crime Panel to be managed within the Panel’s complaints process.
