- If you have a concern about something Julia has said or done, the first step is to rais it with her.
- If you are still not satisfied, you can make a complaint to the Police, Fire and Crime Panel. Someone can act on your behalf (perhaps a friend or relative) if you give your written permission for them to do so.
- The Police, Fire and Crime Panel are the group, made up of elected (cross-party) Councillors and independent appointees, who hold the Commissioner to account.

- If the complaint is of alleged criminal conduct, then this will be immediately passed onto the Independent Police Complaints Commission.
- Complaints Reports are published when the Police, Fire and Crime Panel believes it is in the public interest to do so.

Complaints against the Commissioner recorded by the Police, Fire and Crime Panel
From 16 November 2012 to 5 May 2016 – Julia’s first term
- 16 complaints had been received by the Panel regarding the Commissioner. Those which were determined to relate to conduct matters, were either resolved through the Panel’s Informal Resolution process or, the Panel’s Complaints Sub-Committee determined that no further action needed to be taken.
- No complaints were received regarding the Deputy Police and Crime Commissioner.
From 6 May 2016 to 14 November 2018 – Julia’s second term
12 complaints have been received by the Police and Crime Panel regarding the conduct of the Commissioner.
These complaints were either:
- resolved through the Panel’s Informal Resolution process,
- the Panel’s Lead Officer or Complaints Sub-Committee determined that no further action needed to be taken; or
- the Complaints Sub-Committee determined that informal resolution was not an appropriate course of action but a report and recommendations would be made to the Commissioner under section 28(6) of the Police Reform and Social Responsibility Act 2011.
One complaint was received regarding the Deputy Police and Crime Commissioner but was subsequently formally withdrawn by the complainant.
From 15 November 2018 to 16 March 2020 – Julia Mulligan – Police, Fire and Crime Commissioner
- Six complaints have been received by the Police, Fire and Crime Panel regarding the conduct of the Commissioner.
For all complaints recorded in this period (15 November to 16 March 2020) the Panel’s Lead Officer determined that no further action needed to be taken or informal resolution would not be an appropriate course of action.

The Deputy Commissioner
Complaints against the Deputy Commissioner recorded by the Police, Fire and Crime Panel
