Zoë Metcalfe was elected following the by-election on Thursday 25 November 2021 and took up the role on Friday 26 November 2021.

Jenni Newberry was confirmed as the Acting Police, Fire and Crime Commissioner for North Yorkshire and York at the Police, Fire and Crime Panel meeting on 4 November 2021.

- No complaints were received by the Police, Fire and Crime Panel.

From 13 May 2021 to 14 October 2021
- 344 complaints were received regarding the Police, Fire and Crime Commissioner.
- 344 related to the Commissioner’s comments on the Sarah Everard case.
- 3 additional complaints were received by the Panel during this period, but they were not complaints regarding the Commissioner and were not recorded.
- The Commissioner resigned on 14 October 2021.
Commissioner – Julia Mulligan
Complaints against the Commissioner, Julia Mulligan, recorded by the Police, Fire and Crime Panel
From 16 November 2012 to 5 May 2016 – Julia Mulligan’s first term
- 16 complaints had been received by the Panel regarding the Commissioner. Those which were determined to relate to conduct matters, were either resolved through the Panel’s Informal Resolution process or, the Panel’s Complaints Sub-Committee determined that no further action needed to be taken.
- No complaints were received regarding the Deputy Police and Crime Commissioner.
From 6 May 2016 to 14 November 2018 – Julia Mulligan’s second term
12 complaints have been received by the Police and Crime Panel regarding the conduct of the Commissioner.
These complaints were either:
- resolved through the Panel’s Informal Resolution process,
- the Panel’s Lead Officer or Complaints Sub-Committee determined that no further action needed to be taken; or
- the Complaints Sub-Committee determined that informal resolution was not an appropriate course of action but a report and recommendations would be made to the Commissioner under section 28(6) of the Police Reform and Social Responsibility Act 2011.
One complaint was received regarding the Deputy Police and Crime Commissioner but was subsequently formally withdrawn by the complainant.
From 15 November 2018 to 12 May 2021 – Julia Mulligan – Police, Fire and Crime Commissioner
- Ten complaints have been received by the Police, Fire and Crime Panel regarding the conduct of the Commissioner. Of these, six were recorded by the Panel. One was withdrawn by the complainant.
For all complaints recorded in this period (15 November 2018 to 12 May 2021) the Panel’s Lead Officer determined that no further action needed to be taken or informal resolution would not be an appropriate course of action.
