I write in connection with your request for information that was received by the York and North Yorkshire Office for Policing, Fire, Crime and Commissioning (OPFCC) 29th July 2024.
Question / Request:
The 2022 to 2025 fire service risk and resource model adopted by Zoe Metcalfe included significant changes for Harrogate fire station, which were due to be implemented in April this year.
Please could you tell me which changes have been implemented and, if some haven’t been implemented, why not?
Could you also provide copies of correspondence between the deputy mayor’s office / previous police, fire and crime commissioner’s office and trade unions relating to the proposed changes at Harrogate?
What is the latest estimate on when the proposals will be implemented? If any have been changed or abandoned, please explain why.

Response to Questions 1 and 3

An update on the implementation of all Risk and Resource Model (RRM) proposals is provided within the former Commissioner’s draft Fire and Rescue Annual Report 2023-24 which was considered at the North Yorkshire Police, Fire and Crime Panel on 25 July 2024. The draft Annual Report is published within the meeting pack on the Panel’s website (Public Pack)Agenda Document for North Yorkshire Police, Fire and Crime Panel, 25/07/2024 10:30 with an update on RRM proposal implementation provided on pages 105-106. The following extract states:
‘Response resource in Harrogate and Scarborough Replace the Tactical Response fire engines with the usual B-type fire engines crewed during the time when emergencies are most likely to happen: This change will take place at Harrogate first and, on completion of a full review of the implementation, be extended to Scarborough. Managers are engaging with staff and the Fire Brigade Union to design an option which meets the Commissioner’s Decision Notice and provides a workable crewing model for the second fire engine at Harrogate fire station. The length of this engagement period will delay the implementation of this proposal.’
Service leaders continue to undertake extensive staff and Trade Union engagement and negotiation, with the aim of a implementing a workable crewing model for the second fire engine at Harrogate Fire Station before the end of the RRM.
Further updates on the implementation of the RRM proposals and timelines has been provided at the Commissioner’s Online Public Meetings (OPMs), specifically at April’s OPM where the thematic presentation topic was ‘North Yorkshire Fire and Rescue Service’s Change Programme’. Correspondence between the deputy mayor’s office / previous police, fire and crime commissioner’s office and trade unions has been in response to the Risk and Resource Model public consultation undertaken in 2022. A letter from the local FBU to the former Commissioner and her response were published on the OPFCC’s website, appended to the former Commissioner’s Decision Notice on the RRM in September 2022.
