  1. A breakdown of every expense incurred by the Commissioner since they took the post.
  2. A breakdown of every expense over the value of £50 incurred by the Commissioner’s office since its creation, including the amount claimed and the nature of and reasons for the claim.

I write in connection with your request for information which was received by the Office of the Police and Crime Commissioner for North Yorkshire (Commissioner) on 9 April 2013. I note you seek access to the above information.

Searches were carried out within the Office of the Police and Crime Commissioner to locate information relevant to your request.

Decision

In respect of the first limb of your request, the following link will give you access to the page where the Commissioner’s expenses are published https://www.northyorkshire-pfcc.gov.uk/taking-action/expenses-and-expenditure/invoices-over-50/

It has been decided that the Commissioner is exempt from providing you with a separate copy of this information for the reasons detailed below.

S17 of the Freedom of Information Act 2000 (the Act) requires the Commissioner when refusing to provide information because the information is exempt, to provide the applicant with a notice which: (a) states the fact, (b) specifies the exemption in question and (c) states (if it would not otherwise be apparent) why the exemption applies.

Section 21 – Information reasonably accessible by other means

It has been decided that the Commissioner is exempt from providing you with a separate copy of the expenses pursuant to S21 of the Act.

Section 21 is a class based absolute exemption which does not require consideration of the harm or public interest when applying this exemption.

This exemption applies as all the Commissioner’s expenses are published quarterly on the Commissioner’s website. Currently all of the Commissioner’s expenses to the end of April 2013 are published and are therefore up to date as at the date of your request. The information can be obtained at the above link.

I am enclosing the recorded information held by the Commissioner detailing all the expenses incurred by the Commissioner in excess of £50 in answer to the second part of your request. Within this information you will find the detail of the nature and value of each expense.
