I write in connection with your request for information that was received by the Office of the Police, Fire and Crime Commissioner for North Yorkshire (OPFCC) on 30th May 2022. Please accept our apologies for the delay in providing you with a response.
I note you seek access to the following information:
It is understood that NYP are holding “Jabba” a Kangal dog, who is about 4 years old, and have held him for more than 6 months (4 years in a dog’s life?). It is very doubtful that the care provided matches what would be available from a responsible owner, so the separation from his owners could easily be interpreted as unacceptable and cruel. Please confirm:
How enquiries have progressed and how much longer before it is anticipated before a conclusion will be reached? Given that a dog is being detained what is the reason for apparently slow progress in this matter?
Even if not strictly required by law, has the continued detention been regularly approved by a senior officer which best practice would suggest appropriate, if so what rank and how frequently? Is written confirmation of any such reviews available to Jabba’s owners?
Has Jabba received any treatment or heath review by a qualified vet and/or an RSPCA inspector? If so, are full details available to Jabba’s owners?
What are the detailed arrangements for exercising Jabba on a regular basis giving both the required physical and mental stimulation?
Are NYP able to provide any further information not specifically requested above to justify the continued detention of Jabba or give assurance that his care, health and mental stimulation needs are being correctly addressed?
