Welcome, Introductions & Apologies
  The Commissioner welcomed the meeting.
2. Action Log/Minutes
  The minutes of the March 2024 meeting were approved.
3. North Yorkshire Police
  a. Current and significant issues emerging

TF provided an update on the current and significant issues emerging nationally and locally. TF spoke to members on engaging with the communities and clear on policing. TF and SB gave members a brief update on the manhunt for two wanted men from the acid attack in York.

b. For Information and Discussion

SB updated the board on the COT minutes issued, permission to publish on police website as part of their transparency. TF has requested to make changes to staff uniform and to be at a higher standard.

Action – ZM has requested a meeting outside of EB with TF.

d. Third party reports including update on HMICFRS progress against actions

SB spoke to the board on Improvement plan is going forward. SB updated the board PEEL.

4. North Yorkshire Fire and Rescue Service
  a. Current and significant issues emerging

JD provided an update to the board of national and local issues themes emerging. Updates on work force planning and new recruitment.

MW updated members of staff surveys of lived experiences and how does it feel working for FRS, historical experiences. The impact has been powerful and all part of a journey to a better place.

d. Third party reports including update on HMICFRS progress against actions

JD told the board on the national scheme post Grenfell pushed to being front & centre and agreed in SLB how it would be moved forward.

Action – ZM requested a strategic subgroup to be set up.

LS updated the members that the review will be handed next week in a meeting outside of the board.

XT provided the board an update on the current and significant issues emerging.

9. OPFCC
  a. Commissioning & Partnerships

JN spoke to the board on the delivery plan on the victim centre. Highlighted key items on the great progress no VAWG. Hate crime awareness CRD process with NYP. Safer streets reviewing stalking processes. Commissioned under domestic abuse act must deliver support victims and their households.

b. OPFCC updates

SD updated members on current advertisement in the customer service team, promoting benefits.
c.  Devolution

SD discussed with the board about North Yorkshire being the first to attempt the change over to the combined authority and will presents some challenges with plug and play arrangements. JN highlighted to the board that the OPFCC has not experienced any staffing issues other areas have had in retaining staff confidence, remarkable and testament to spirit of team & process, very positive.

10. Risks
  a. NYP

Updates on risk register and planning, opportunity to go though in the next quarter will be led by MP.

b. NYFRS

Updates to be brought every other meeting.

c. OPFCC

OPFCC have no papers to hand in.

11. Communications update/ Forward planning
  MCh updated members with over the easter period motorcycle safety project and sweeping through digital assets to refresh with new cypher. Clear hold build launches with 50th anniversary with thanksgiving services in September. Police staff celebration week from NPCC (National Police Chiefs Council) and in calendar for next year.
