New Domestic Abuse Invitation to Tender announced by OPFCC

What we’re looking for

The OPFCC, alongside our co-commissioners North Yorkshire Council and City of York Council, has issued an Invitation to Tender for the delivery of high quality and outcome-focussed Domestic Abuse Support Services for everyone impacted by domestic abuse.

This includes victims, survivors, perpetrators, and their children across the whole of North Yorkshire and York.

The procurement will be conducted in accordance with the Open Procedure under the Public Contract Regulations 2015 via the Bluelight e-tendering portal, with all bids and questions being submitted through the same portal.

We will not respond to any questions or correspondence received directly outside of the portal, bids may be disqualified as a result.

 

The Tendering Process

The Tender is split into four Lots:

  • Lot 1 – Domestic Abuse Refuge & Safe Accommodation-based Services
  • Lot 2 – Community-based Services for Victims of Domestic Abuse
  • Lot 3 – Services for Perpetrators of Domestic Abuse
  • Lot 4 – Services for Children & Young People Affected by Domestic Abuse

Bidders are free to apply for a single, multiple or all Lots open to tender.

The OPFCC and its co-commissioners are seeking one lead provider per Lot. However, bids may include sub–contracting or consortia arrangements involving a number of organisations and we encourage all bids to include ‘By and For’ service providers.

The intention is to award any resulting Contract/s for an initial period of 4 years, commencing on 1st April 2024, with an extension option of two periods of up to 24 months per extension from 1st April 2028 up to 31st March 2032.

The deadline for submission of Tender responses is 3pm on Tuesday 10th October.
