Strategic Oversight Board for Policing, Fire and Crime (SOB)

Terms of reference

Purpose

The Strategic Oversight Board provides direction and makes decisions on matters of significant public interest within Policing, Fire and Crime. The Board drives and monitors the delivery of the Police and Crime Plan and the Fire and Rescue Plan, ensuring strategic alignment and effective performance.

Objectives

  1. Strategic Direction: Set and support the strategic direction and objectives of North Yorkshire Police, North Yorkshire Fire and Rescue Service, and Support Services in line with the Police and Crime Plan and Fire and Rescue Plan.
  2. Decision-Making: Make informed decisions on matters of significant public interest to achieve the outcomes of the Police and Crime Plan and Fire and Rescue Plan.
  3. Risk Management: Review and monitor strategic risks, ensuring appropriate actions are taken to address them.
  4. Performance Monitoring: Evaluate and monitor performance against the Police and Crime Plan and Fire and Rescue Plan, ensuring continuous improvement.
  5. Regulatory Compliance: Review progress against HMICFRS and other regulatory recommendations such as Audit Committee reports and any other third party reports, ensuring compliance and implementation of necessary actions.
  6. Public Feedback: Consider public feedback which has been received as part of the Community Surveys undertaken and ensure it informs decision-making processes.
  7. Strategic Financial Management: Ensure efficient and effective fire and police services secure value for money in the use of public funds.

Meeting Frequency

  • Held monthly, usually on the last Tuesday of the month (except August and December).
  • Regular monthly meeting agenda will be 1 hour 30 minutes.
    Quarterly agenda (July, October, January, April) will be 2 hours 45 minutes, to accommodate quarterly Performance Reports.

Reports Required

  • Corporate Risk Registers
  • Performance reports in line with agenda
  • Any other reports as required in line with terms of reference. For example, HMICFRS performance updates, Audit Committee papers.

Rules

  1. Confidentiality: In exceptional circumstances, closed items may be withheld from publication if they are exempt from publication, subject to legal professional privilege, subject to a duty of confidence at law, or fall within a description of any other matter in respect of which a Local Authority could pass a resolution to exclude members of the public from a meeting.
  2. Documentation: Papers are to be supplied to the nominated SPOC within Policing, Fire and Crime by a deadline set by 4pm on the Tuesday before every meeting. Papers may be in any reasonable and accessible format suitable for the subject matter. Business cases must have the prescribed cover sheet. Papers will be circulated on the Morning of the Wednesday before the meeting.
  3. Pre-Briefing: Business cases or documents seeking significant investment from the Deputy Mayor must be the subject of a pre-briefing to the Deputy Mayor prior to the papers being circulated, unless explicit agreement is obtained to the contrary.
  4. Preparation: There will be an assumption that all those attending the meeting will have read all documentation circulated in advance, provided reasonable notice has been given. Verbal updates should be delivered at a strategic level and by exception only.
  5. Reference to Plans: Attendees must ensure that all updates reference the section of the Police and Crime Plan or Fire and Rescue Plan to which they relate.
