DN 03/2020 Extension of Chief Constable contract

The Commissioner has decided that it is in the public interest to extend Chief Constable Lisa Winward's contract until 2025

The Commissioner, having regard to the discretion available to her under Regulation 11 Police Regulations 2003, has decided that it is in the public interest to offer an extension to the Fixed Term Appointment (FTA) of Chief Constable Lisa Winward of two years, so that the FTA expires on 16 August 2025 unless further extended by the Commissioner.

Background

Chief Constable Lisa Winward has invited the Commissioner to consider an extension to her FTA. The FTA is currently due to expire towards the conclusion of the forthcoming PFCC term. As a matter of public interest and good governance it is in any event right in principle that the Chief Constable’s term should be configured to align with a point in time immediately after, rather than before, a PFCC election.

Chief Constable Winward has indicated a willingness to serve the communities of North Yorkshire for the long term to accomplish and embed a long term shared vision for policing and crime in North Yorkshire and welcomes the prospect of being held to account personally and corporately for successful delivery.

The Commissioner has set a number of long-term strategic directions which will permit the next Commissioner to undertake that holding to account function effectively for the benefit of the public of North Yorkshire.

These are:

  1. The delivery of the Transform 2020 benefits, including the continued development of North Yorkshire Police organisational culture and the success of Enable North Yorkshire in the delivery of enabling services to both police and fire;
  2. The embedding of co-working between North Yorkshire Police and North Yorkshire Fire & Rescue Service, in the best interests of the public of North Yorkshire;
  3. Ensuring that a step change is delivered in relation to North Yorkshire Police services to prevent crime and anti-social behaviour – and embedding those approaches in their Target Operating Model; and
  4. Further improvements in relation to North Yorkshire Police legitimacy, including making a success of the innovations we have introduced in relation to complaints and recognition, to build public confidence and ensure organisational learning and improvement.

The Commissioner, having regard to the discretion available to her under Regulation 11 Police Regulations 2003, has decided that it is in the public interest to offer an extension to the FTA of two years, so that the FTA expires on 16 August 2025 unless further extended by the Commissioner.

The Commissioner’s Chief Finance Officer and S151 Officer has advised that the decision to extend the contract of the Chief Constable does not incur any additional costs, over and above those that would be paid to anyone appointed to the role of Chief Constable of North Yorkshire.
