Background

Set out in an earlier Decision Notice which can be found here: DN1/YNYCA/DM/2026 – Launch of Malton Estate Consultation – York and North Yorkshire Combined Authority – Policing, Fire and Crime Team, the Mayor launched a public consultation seeking views on whether to proceed with specialist survey and design work (RIBA Stages 1 and 2) to enable accurate costings and deliverability of a new joint Police and Fire Station at Quarry Bank, the site of the current Malton Police Station.

The consultation ran for eight weeks, from 5 May to 1 July 2026, and received 547 responses.

The results demonstrate a strong level of public support for the proposal, with 79% of respondents supporting the building of a new joint Police and Fire Station in Malton. In addition, 60% support investing up to £500,000 in concept and design work (RIBA Stages 1 and 2) to further develop the proposal. Respondents were also generally positive about the survey work’s potential benefits, with 45% answering ‘yes’ and 29% answering ‘possibly’ when asked whether the benefits of a joint station would outweigh the risk of the scheme ultimately proving unaffordable following the survey work.

A detailed analysis of the consultation findings, including consideration of concerns raised about potential impacts on local Fire and Rescue response times, will be presented to the Strategic Oversight Board on 28 July 2026.

However, the overall level of public support provides a strong basis for progressing without delay, to the next stage of concept and design development.

Decision

To progress the procurement of full concept and design survey work for a new joint Police and Fire Station at Quarry Bank, Malton, at the earliest opportunity. It should be noted that the public consultation concluded approximately four weeks ahead of the next scheduled Strategic Oversight Board meeting.

Given the overwhelming level of public support received for the proposals, the Mayor and Deputy Mayor have determined that it is appropriate to proceed with the next stage of the project without delay, rather than defer a decision pending the next meeting cycle.

Delaying the procurement of concept and design survey work would unnecessarily extend the project timetable and postpone the benefits anticipated from the development of a modern co-located Police and Fire facility in Malton. Accordingly, this Decision Notice will be issued to enable the project to progress in a timely manner, with the decision subsequently reported to the Strategic Oversight Board for noting and transparency purposes.

This approach reflects both the strength of public support expressed through the consultation and the Mayor’s responsibility to act in a timely manner in the discharge of their policing and fire governance functions.
