The PCC has decided to appoint Lisa Winward as Chief Constable of North Yorkshire Police. This decision has been confirmed by the Police and Crime Panel for North Yorkshire and York.
Background
On Wednesday 15 August 2018, the PCC put Lisa Winward forward to the Police and Crime Panel as her preferred candidate for Chief Constable after an extensive recruitment exercise.
On 20 August 2018, the Police and Crime Panel have confirmed to the PCC that they recommend the preferred candidate, as detailed in their attached report.
The PCC duly appoints Lisa Winward as Chief Constable for North Yorkshire Police, on the salary and terms and conditions found in the attached document.

Statutory Officer Advice
Legal, Management and Equality Implications
The PCC’s CEO and Monitoring Officer has advised that the recruitment process was compliant with the relevant statutory requirements. There were no equality or fairness concerns disclosed during the process, either by those involved in the selection or the candidates themselves. The CEO appeared before the confirmation hearing held by the Police & Crime Panel on 15 August and answered further questions in relation to the process.
Financial and Commercial
The PCC’s Chief Finance Officer and S151 Officer has advised that the Proposed Terms and Conditions for the appointment of the Chief Constable are as per the Police Regulations and as advertised by the PCC. There are no other financial issues to bring to the attention of the Commissioner in making this decision.
