DN 09/2019: Fire and Rescue Plan

The Commissioner has decided to approve and publish her Fire and Rescue Plan 2019-2021.

Background

Following the Home Secretary’s decision and the transfer of governance of North Yorkshire Fire and Rescue Service in November 2018, there is a requirement under the National Fire and Rescue Framework and the Fire and Rescue Act (2004) (as amended by the Policing and Crime Act 2017), for the Commissioner to publish a Fire and Rescue Plan.

This plan has been developed in consultation with the public, the Service and partners, and sets the strategic vision for the Service. It demonstrates to the public what improvement they can expect from their Fire and Rescue Service over the next two years.

The Commissioner expects the Chief Fire and Rescue Officer to develop a Service Delivery Plan that will set out how the Service intends to deliver against the Fire and Rescue Plan, and against which the Commissioner will hold the Chief Fire and Rescue Officer accountable.

Statutory Officer Advice

Legal, Management and Equality Implications
The Commissioner’s CEO and Monitoring Officer has advised that this Plan meets the statutory requirements of the Fire and Rescue Act 2004 (as amended by the Policing and Crime Act 2017) and the National Fire and Rescue Framework laid upon the Commissioner.

Financial and Commercial
The Commissioner’s Chief Finance Officer and S151 Officer has advised that the financial information set out in the Plan is accurate at the time of publication and that the Plan meets the requirements laid upon the Commissioner.
