Julia responds to your needs in NEW Police and Crime Plan

Julia Mulligan, Police and Crime Commissioner for North Yorkshire, has published her Police and Crime Plan for 2017 – 2021, aimed at ‘helping you to feel safe and be safe in North Yorkshire’.

The plan, which all Commissioners must produce, sets out the vision and priorities for policing and community safety, as well as the objectives and ambitions that the Chief Constable will be held to account against.

Julia felt passionately about providing an evidence-based plan that responded to real concerns and the needs of the people of North Yorkshire. Her research, which included a full public consultation of more than 2,000 people, found that issues that have a direct and immediate impact on people and communities—burglary, anti-social behaviour, drug dealing, alcohol-fuelled disorder and road safety—remain amongst the public’s top concerns.

Julia, who has been North Yorkshire’s Police and Crime Commissioner since November 2012, and was re-elected in May 2016, said: “Our vision is that by 2021, North Yorkshire Police will have become synonymous with exemplary service.  We know we already provide a good service, reflected in the judgement of our recent police inspections, and so are starting from a really strong platform. But we want to do more for the public to address their concerns now, and at the same time prepare the police service for what future demand will be.”

Julia added: “This work has brought into focus a potential tension: between the expectations of the public—and to a certain extent the workforce—and the evolving nature of crime. We are living in a changing world and new threats are emerging. The complexity of investigations is increasing; fraud looks set to become the new volume crime. Vulnerable people are at times poorly served by a fragmented system.

“However, in the midst of such complexity lies a simple truth. North Yorkshire is a very special place: one of the safest in the country, with a good and effective police service. This plan looks to the future, but makes sure we don’t take our eyes off the here and now, dealing robustly with crimes which trouble the public most. By caring about the way in which we protect vulnerable people, being ambitious about collaboration, reinforcing local policing, and improving the customer experience, we not only ensure that we are ready for the future, but also improve our ability to deal with the here and now.  The combination of the two will help us provide ‘exemplary’ service, in the round.”

The Police and Crime Plan outlines four clear priorities, along with a set of outcomes for each one. These four consist of:

  • Caring about the vulnerable: To have an in-depth understanding of how to best protect the most vulnerable people in our society and to invest in services, skills and partner relationships to deliver the best possible outcomes.
  • Ambitious collaboration: To reach out to partners and drive innovation forward to enhance policing, public protection, community safety and local justice services.
  • Reinforcing local policing: To equip our people with the technology, skills, capacity and personal support to prevent and tackle crime and reduce demand.
  • Enhancing the customer experience: To embed an ‘outward facing’ perspective to guide all endeavours, providing an exemplary service that exceeds expectations, whether that be in serving the public, shaping the organisation or working with colleagues and partners.

The comprehensive document has been shaped by over 2,000 members of the public, staff and officers from North Yorkshire Police service, partners such as the NHS and local councils, as well as others involved in the criminal justice system.
