The York and North Yorkshire Combined Authority was established as a new organisation in early 2024. The Opportunity
We’re seeking a visionary and strategic leader to take on the role of Head of Public Confidence and Assurance, a pivotal position responsible for holding North Yorkshire Police (NYP) and North Yorkshire Fire and Rescue Service (NYFRS) to account. This role is central to ensuring both services deliver on inclusivity, integrity, and public trust.
Reporting to the Director of Police, Fire and Crime (PFC), you will lead the Public Confidence and Assurance (Police, Fire & Crime) function, including independent scrutiny panels, standards, integrity, complaints and compliments, and Deputy Mayor casework.
Additionally, you will:
- Lead scrutiny and assurance functions across police and fire services.
- Oversee service projects and change initiatives, ensuring performance improvements within time, financial, and risk constraints.
- Drive evidence-based approaches to accountability and contribute to the development of the Police & Crime Plan and Fire & Rescue Plan.
- Shape and influence the future of public services through shared corporate leadership across the Combined Authority.
- Collaborate closely with senior leaders, especially the Head of Partnership and Commissioning, to ensure clarity, consistency, and integration of services.
- Oversee the Inclusivity and Public Confidence function, promoting equality, diversity, and human rights compliance.
- Build strong, influential relationships with senior stakeholders and act as a trusted adviser.
- Champion public sector values with the community at the heart of everything you do.
What you will bring
- Proven experience of operating as at a senior management level, making strategic decisions.
- A strong understanding of public sector operations and collaborative partnership working.
- Proven experience in scrutiny, accountability, and oversight—whether in public, private, voluntary, or government sectors.
- A background as a credible, values-driven leader with a passion for public service and community impact.

North Yorkshire Police, Fire and Crime Panel – Recruitment for Co-opted Independent Members
Closing date: 5pm on Thursday 9th October 2025
The North Yorkshire police, fire and crime panel is seeking three individuals with the necessary skills, enthusiasm and commitment to join as independent co-opted members of the panel and to bring a fresh, external perspective to its work.
This is an exciting opportunity to be involved in the governance and accountability arrangements for policing and fire and rescue in North Yorkshire and York. With a new Mayor and Deputy Mayor for Policing, Fire and Crime in the last year, you will be supporting the panel in providing an important ‘check and balance’ around their work to secure an efficient and effective police and fire service.
Independent co-opted members – sometimes referred to as “community members” – need to be able to think strategically and analytically, in providing both support and challenge to the Mayor and Deputy Mayor. You will be working alongside councillors from North Yorkshire and York in this role, providing an independent perspective, and as such will need to demonstrate objectivity, good judgment and the ability to communicate effectively with a range of partners and the public.
The role of the Panel includes some statutory duties such as:
- Reviewing and making recommendations on the Mayor’s draft Police and Crime and Fire and Rescue Plans;
- Reviewing and making recommendations on the proposed level of Council Tax to be set locally for policing and fire and rescue services;
- Reviewing and making recommendations on proposed appointments for Chief Constable and Chief Fire Officer.
Candidates will be welcomed from a range of different backgrounds who can demonstrate the necessary skills and competencies. As such, the panel would welcome not only those with experience in related fields such as community safety, victim support and criminal justice, but also other areas including health/mental health, advocacy, commissioning, business, finance and other sectors. Applications are particularly welcomed from under-represented groups.

Independent Custody Visitors
Do you have what it takes to check prisoner welfare, custody conditions and police behaviour?
The Deputy Mayor for Policing, Fire and Crime, has responsibility for a team of ‘Independent Custody Visitors, a team of volunteers who make unannounced visits to police stations in North Yorkshire. They speak with people detained in custody, check their welfare and the conditions in which they are being held and submit reports on their visits.
Independent custody visiting is a vital element of the work of the Office for Policing, Fire, Crime and Commissioning in ensuring that the police service is open and accountable to the people it serves. The scheme works to Home Office guidelines.
Independent Custody Visitors are an important part of holding policing to account locally. If you are interested in helping your community and want to volunteer, please consider this unique role.
The Deputy Mayor for Policing, Fire and Crime is currently recruiting volunteers for the Harrogate, Scarborough and York areas.

On-call (retained) firefighter recruitment
On-call firefighters are trained firefighters who, rather than being based at a fire station, provide on-call cover from home and/or their place of work. They declare the periods in a week when they are available to respond to emergencies if called upon.
They respond to emergencies when their pager alerts them, so must work and/or live within approximately four minutes travel time from the fire station as they travel from that location to the fire station, where they then travel to the emergency in a fire service vehicle.
