Online Public Meeting – 15 July 2025 – NYP – Road Safety

The focus of this month’s meeting

2pm -4pm – North Yorkshire Police –  Road Safety 

This meeting will focus on:

  • A look at the latest performance data in areas of public interest and a report on complaints made against North Yorkshire Police.
  • An in-depth discussion on a key theme of public concern identified in line with the police priorities.
  • An opportunity for the Deputy Mayor to raise issues that matter to the public for discussion with Chief Officers.
  • An update on the progress made against the latest independent inspection by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services to provide the Deputy Mayor and the public with evidence of improvements.
  • A dedicated question and answer time for the Deputy Mayor to ask the Chief and senior leadership team the questions submitted by members of the public.

Item 6 Public questions

We have received a large number of questions on road safety and many of the concerns received have been shortened/summarised se we can share as many questions as possible in the allotted time. Questions have been grouped by theme. 

Thank you to Michael, Leah, Dave, David, Owain, James, Jonathan, Deborah, Martin, Gillian, Bob, Brian and Valerie for sending in questions this month.   

Enforcement – Speeding

  • Can NYP enforce the law with only 12 mobile speed cameras across the county?    
  • How can NYP better engage with the public around camera vans and fixed speed cameras being for safety not for revenue?    
  • Will NYP and the Road Safety Partnership commit to:   
  • sharing how fine revenue is reinvested.   
  • enforcing broader safety issues (like noise reduction and protecting vulnerable road users).   
  • strengthening collaboration between Police and Highways Authorities for combined physical and camera-based traffic calming.  

Fixed and Average Speed Cameras

  • Why is a fixed camera being trialled (in Sherburn) when for years we’ve been told they are not effective? Why has North Yorkshire resisted fixed or average speed cameras?  
  • How realistic is a 3-month trial of the Sherburn fixed camera and how will success or failure be assessed?    
  • What engagement took place with local residents/council prior to the trial?   
  • Has a decision been made to install fixed speed cameras across the county?    
  • Are there plans to trial average speed cameras given their recorded success?    
  • Could average speed cameras be installed at each end of Wharram-le-Street village?   

 Operation Snap  

  • York Cycle Campaign members submit unsafe driving videos to Op Snap but, due to insufficient staffing, do not receive feedback on the outcome, other than a letter has been sent – this is very frustrating.  Could NYP devote more resources to Op Snap, for better feedback and more specific information like other forces? 

Cyclists

  • What measures are being taken to identify and confiscate illegal e-bikes that can go more than 15mph?   
  • In York there seems to be little enforcement of speed limits, running red lights, yellow box occupancy and close overtaking – all putting cyclists at risk. What will you do to improve this picture?   
  • What is being done to educate cyclists about road signs e.g. ‘no vehicles’ signs mean cyclists should also dismount?   
  • York Cycle Campaign request becoming members of the Road Safety Partnership.  

Pedestrian Crossing

  • Why is there no pedestrian crossing on York Road, Strensall?
