2021/2022 Precept consultation
How much are you willing to pay for your Police and Fire & Rescue Service?
On 16 December 2020, Julia Mulligan started gathering the public’s views on how much they are willing to pay in their council tax for North Yorkshire Police and North Yorkshire Fire and Rescue Service.
The consultation will consist of 1,000 telephone interviews representing the communities of North Yorkshire and the City of York along with an online survey.

Julia Mulligan, your elected Police, Fire and Crime Commissioner, is responsible for setting the local ‘precepts’ for police and fire and rescue in North Yorkshire, the amount people pay to fund these services through their council tax.
The two services have distinct finances and funding and the precept for one cannot fund the other.
Before setting the levels of precept, Julia would like to know your views on possible options.

Police Precept
Last year, the police precept was spent on improving support to frontline officers helping those in mental health crisis, on improving services for victims of domestic abuse and stalking, on improving customer service to calls into the Control Room, and on the introduction of specialist programmes to reduce reoffending.
This year, if the police precept exceeds inflation we will invest in services to better support victims of child exploitation, fraud and stalking, in improving customer service to those experiencing lower level crimes and anti-social behaviour, and in safeguarding training, cyber crime expertise and intelligence gathering capabilities.
The Government has said that Police and Crime Commissioners can increase the policing precept by up to £15 which is 5.6% for an average Band D property.
Police Precept – the options
The following options are based on an average Band D property currently paying £265.77 each year for policing.
- No more than I pay now – a precept freeze
This would be a cut to the police budget due to inflation and current service delivery could not maintained - Up to £5.28, an increase of 1.99%
This would raise £1.6 million, keeping up with inflation to maintain current service delivery but no investment in policing services - Up to £7.97, an increase of 3%
This would raise £2.4 million, exceeds inflation and would mean an investment in the policing services mentioned - Up to £15, and increase of 5.6%
This would raise £4.5 million, exceeds inflation and would mean a significant investment in the policing services mentioned

Fire and Rescue Precept
Last year, the precept rise was in line with inflation to maintain current service delivery but did not allow for investment.
If funding from this year’s precept exceeds inflation, we can reduce the annual budget shortfall of £500k and start to make much needed investment in the estate and fleet to improve service delivery and ensure facilities are appropriate for a diverse workforce.
The Government has capped the fire and rescue precept at 1.99% which is a maximum increase of £1.45 for an average Band D property.
Fire and Rescue Precept – the options
The following options are based on an average Band D property currently paying £72.69 each year for fire and rescue services.
- No more than I pay now – a precept freeze
This would mean a cut to the fire and rescue budget due to inflation and current service delivery could not be maintained - Up to £1.44, an increase of 1.99%
This would raise £432k, keeping up with inflation to maintain current service delivery but no investment in its services - Up to £5, an increase of 6.9%
This would raise £1.5 million, exceeds inflation, would help reduce the financial shortfall and allow investment in the areas mentioned - Up to £10, an increase of 13.8%
This would raise £3 million, exceeds inflation, would help reduce the financial shortfall and allow significant investment in the areas mentioned
